ED2 Planning, Assurance and Delivery

Southern Electric Power Distribution (SEPD) is a subsidiary of Scottish and Southern Electricity (SSE) plc, who are the Distribution Network Operator (DNO) responsible for renewal, maintenance, and operations of electrical distribution in the South-Central area of the England.

Challenges Faced

SSE Asset Management team required specialist support to design a delivery strategy for an ambitious RIIO-ED2 Business Plan, proposed to release capacity in specific areas of the electrical distribution network where constraints have been identified as part of the regulatory requirements to Ofgem.

Following the submission of the Business Plan, SEPD requested expertise to plan and assure the delivery of the approved investment plans.

The Solution

  • Initial business delivery reviews working with the management and delivery teams, to develop a Grid Supply Points approach to delivery planning.

  • PLL created an Integrated Delivery Planning Centre (IDPC) with the expertise and capability to review all planned schemes from the different areas of the business as a central decision-making hub. The team helped to optimise requirements, access, resources, and outages for delivery of each scheme.

  • PLL Technical PM managed the interface between the System Operators reviewing the Technical Work scopes, and convert those into deliverable packages of work.

  • Delivery assurance the Asset Management team and the Operations Delivery Leads.

  • Commercial and technical support was provided for different framework tenders.

  • Project Management for specific packages of work including Rising Lateral Mains, Underground Cable schemes and Tree Cutting.

  • Management reviews and visualisation for project delivery.
